Centre County Government’s Office of Adult Services offers and supports a number of human service programs within the community, including: Bridge (transitional) housing, food security, case management, financial care, homemaker services, and rental assistance. While the majority of these services are funded via Pennsylvania’s Human Services Block Grant, the department has sought out a variety of other grants made available by the Pennsylvania Housing Finance Agency (PHFA) and the Department of Housing and Urban Development (HUD).
While a variety of new programming and funding sources are expected to come online, the Office of Adult Services is currently operating the 2016 Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE)/Marcellus Shale Impact Fee (Act 13 of 2012) grant through PHFA; targeting individuals and families living in specific Centre County municipalities that have been impacted by the natural gas industry. This grant is expected to run until December 2017.
PHARE/Marcellus Shale Impact Fee grant funds are only made available to certain counties across the Commonwealth, and Centre County is fortunate to have had the opportunity to apply. The Office of Adult Services, in conjunction with Centre County Government’s Office of Planning and Community Development, applied for and was awarded this grant last fall in order to provide rental and security deposit assistance to individuals and families, residing in these targeted municipalities, who are either homeless or facing eviction. Eligible individuals and families must also have a gross household income that falls between 176%-200% Federal Poverty Level. While this program is unique in who it can serve geographically, it is also unlike any other rental assistance program in the county. It targets individuals and families who often do no qualify for other types of assistance, or who may not know that help is available to them during their time of need.
