MidPenn Legal Services Low Income Taxpayer Clinic
Do you have a federal tax problem? Is the IRS holding your tax refund? Do you owe the IRS money? Did you receive a letter from IRS and you are not sure what it means? If you answered yes to any of those questions, you could receive FREE legal help from the MidPenn Legal Services Low Income Taxpayer Clinic.
The Low Income Taxpayer Clinic (LITC) serves low-income taxpayers in 18 counties in Central Pennsylvania who have problems or disputes with the IRS, including those for whom English is a second language (ESL). We help taxpayers who do not already have legal representation and cannot afford to pay for tax assistance. In determining eligibility, we will consider household income and other factors. Our services include filing injured spouse claims, earned income tax credit appeals, assisting in finding collection alternatives, and helping clients enter into installment agreements with the IRS. The MidPenn Legal Services LITC is funded in part by the IRS United States Department of Treasury but we are not IRS employees. We work independently from the IRS and the Pennsylvania Department of Revenue.
There are certain guidelines in place that one needs to qualify for the Tax Clinic. The LITC serves individuals that reside in the MidPenn region and are 250% below the poverty guidelines, according to family size. The LITC does not handle business cases or cases where the amount of controversy for one tax year exceeds $50,000. The LITC does not specifically prepare tax returns.
Another mission of the LITC is to identify and inform about issues that impact low income taxpayers. We educate individuals about their taxpayer rights and responsibilities through various outreach opportunities, presentation events, and material distribution. We want to engage in conversation with the community to promote the advocacy of low-income taxpayers. The LITC views providing adequate representation for a vulnerable population to be a required priority.
